摘要: 操作干预水平(OIL)是可直接用来根据有关环境测量结果确定适当防护行动的行动水平。本文介绍了国际上OIL概念及其制定的发展过程,以及不同版本OIL的默认值和相应的防护行动,对我国核电厂操作干预水平的制定具有较大的参考价值。

Abstract: An Operational Intervention Levels (OILs) is a type of action level that can be used immediately and directly (without further assessment) to determine the appropriate protective actions and other response actions on the basis of environmental measurements. This paper described the development of the concept of OILS and its evolvement as well as the default values of different versions and corresponding protective actions. Taking the Fukushima accident as an example, the differences of the earlier and late OILs versions in application of emergency actions were analyzed and compared.
