摘要/Abstract

摘要： 《建设项目环境影响评价技术导则总纲》(HJ 2.1—2016)从2017年1月1日开始正式实施,自此公众参与(下称“公参”)与环评正式脱钩。通过调研美、法、加等国际核电先进国家公参情况,从公参法律依据、参与人员范围、参与时机与方式方法等几个方面,对比我国核电项目公参实际情况,指出了我国核电项目公参的问题及不足,并提出了改进意见。

Abstract: Technical guideline for environmental impact assessment of construction project—General Program (HJ 2.1—2016) was put into force since Jan.1st, 2017. Since then public participation has been detached from environmental impact assessment. Through the investigation on the situations in the United States, France and Canada, a comparison with the practice in China was made in the aspects of law, scope of participants, timing and ways of participation. It indicated that there were still some issues necessarily to be addressed further. The suggestions for improvements were given.
