    Operational Intervention Level Development for NPP Off-site Protective Actions

    After the Fukushima accident, IAEA made operational intervention levels as part of its nuclear and radiation emergencystrategy, and required NPPs to set them in advance. The time steps and scope ofprotection actions of IAEA and several major nuclear states are described, as well as their respective protective action criteria, such as operational intervention levels, derived response levels and reference emergency levels. The time dependent curves of OIL1 and OIL2 for 10 accident source terms in five PWRNPPs of China were obtained by using the IAEA-EPR-NPP-OIL operational intervention level calculation formulas. At the same time, the influence of core storage amount on operational intervention level was analyzed. It is expected to provide reference for setting default values for operation intervention levels.

    Based on the experience at Daya Bay Nuclear Power Base, combined with the waste treatment processes for modified generation II and generation III NPP units, the status and problems of radioactive waste management in NPPs of China are analyzed, and suggestions for improvement were put forward.

    Emergency evacuation of nuclear accidents is an important part of nuclear emergency response, with the aim of quicklyand effectively transferring people who may be affected by the accident to safeareas. In accordance with sites and operation properties, the emergency responsecharacteristics of floating NPPs at sea are analyzed, and corresponding emergency level classification and emergency planning zone scope are provided. Combinedwith the evacuation for land NPP sites and the evacuation method of offshore platforms, the emergency evacuation scenarios and evacuation analysis hypotheses of floating NPPs at sea were formulated. The evacuation analysis of floating NPPpersonnel indicates that the evacuation requirements of passenger ships and thetime requirements for emergency evacuation for floating NPPs are met.

    Both false coincidence methods and spectroscopic methods are mainly employed for radioactive aerosol monitoring, whilethere are two kinds of mode for the latter, i.e. super-channel and dual-channel compensations. The measurement sensitivity thereof is analyzed and estimated.The spurious coincidence and spectroscopy are mainly methods used for radioactive aerosol monitoring, furthermore the spectroscopy methods can be categorized as Super channel-energy compensation method and Double channel-energy compensation method. This paper analyzes and estimates the measurement sensitivity of thethree monitoring methods above.

    Based on working modes and technical parameters of radar in ship traffic management systems, the instantaneous peak and average distribution are calculated for axial electrical and magnetic field intensity of radar antennas. The electromagnetic radiation environmental impact involved is analyzed then. According to the relevant national technical standards, the horizontal and vertical compliance distances of radar antennas are providedfurther. The technical basis for radar station siting and construction can be provided thereby.

    As an important task for PWR NPP overhauls, the assembly and disassembly of plug plate of the steam generator primary-side water chamber involves a large risk of both radiation and leakage. The pre-job training, organization and implementation of operation therein, of FuqingNuclear Power Co., are presented. Risk control measures taken are then described.

    The monitoring results for radiation environmental protection acceptance of one zirconium-titanium sand processing project in Guangdong Province are presented. With this as an example, radioactiveenvironmental impacts involved in raw ore transportation, siting, and operationis analyzed, for plants of the same kind. The corresponding protective measuresare then proposed.

    In line with the characteristics of technology and production, the significance of standardization work in the field of nuclear technology utilization is discussed. The problems existing in the standardization construction of radiation safety management are analyzed, and work experience in practice of pilot provinces was summarized. Some ideas for standardization construction are thereby put forward. It is expected to provide reference for the promotion and continuous improvement of radiation safety management standardization of nuclear technology utilization in China.
