The process areas for dry storage of spent fuel in PWR, i.e. preparation, transportation and storage, were investigated with respect to equipment, processes, operating environment and potential hazards. Factors on critical safety, containment of radioactive substances, decay heat removal and radiation protection of dry storage facilities were analyzed in detail. The specific prevention and control countermeasures were then proposed. On the other side, the safe operation and management experience for heavy water reactor dry fuel storage in Qinshan No.3 NPP was summarized. These findings couldprovide ideas for solving the safety issues related to the planning, design, construction and operation of PWR dry fuel storage facilities.

According to the three-step strategyproposed in the Guidelines for Long-range R&D Planning for High-level Radioactive Waste Disposal, the program in China is in the stage of trial and siting. The development process of foreign programs of same kind was studied, and their experiences and lessons learned were summarized. Accordingly, the author believesthat laws and regulations should be improved, the role of government, regulators, implementers, and the public should be clearly defined, a staged decision-making siting plan should be adopted, and parties involved should maintain continuous communication and interactions.

Combined with the actual situation, the licensing approaches were briefly reviewed and discussed. It's suggested thatfreestanding radioactive waste management facilities should be included in the scope of nuclear facility management and application for licenses, while those attached to nuclear facilities should be subject to the implementation of classified licensing management based on the differences in the main nuclear facilities.
