Based on tracer test data in a nuclear power plant site and combined with the MADS optimization method, we compare the differences of diffusion parameters obtained with data processing methods of single sampling average, single release average, single sampling one time optimization, and single release one time optimization. It turns out that, the calculated diffusion concertrations are close to the measured in general, the data is credible and can reflect the environmental characteristics of atmospheric diffusion parameters of the site. The results of data processing based on single sampling are not as credible as those from single release. Both processing methods of single release provide similar and relatively credible results, which can be selected for use according to other environmental characteristics of the site or from the conservative aspects of dispersion results.

The national nuclear safety regulation guidelines and requirements stipulate that, during the site selection phase of nuclear power plants, the feasibility of implementing the emergency plan in thesite areas should be demonstrated, confirming that there is no insurmountable difficultyof implementation during the entire lifetime. Thefactors concerned in the regional analysis of sites are reviewed, as well as the feasibility analysis methods of implementing sheilding, evacuation, and food and drinking water control. It's expected to provide reference for the subsequent regional analysis of the feasibility of implementing the emergency plan at nuclear power plant sites.

With respect to the current situation of radioactive waste management in Mexico, we briefly review the main sources, classification and treatment of radioactive waste in Mexico. With the continuous development and application of nuclear energy and technology in the country, a large amount of wastes containing radionuclides will be generated. It will cause immeasurable long-term harm to human beings and the environment once it flows into the ecosystem. In order to manage radioactive waste safer and more effectively, Mexican authorities have made a detailed classification of different types of radioactive waste, and formulated relevant laws and regulations.
