Abstract: Emergency initial conditions (IC) andEmergency Action Level are regarded as basis of emergency classification for nuclear power plants. During an accident, the judgment of the fission product barrier function is one of the identification of emergency initial condition and action level. In this paper, according to the technical documents published by the nuclear energy institute (NEI), the reasonability about containment radiation monitoring data characterizing the loss of the primary circuit barrier function forNINGDE NPP is initially analyzed and discussed.
