Abstract: As the best solution to the long-distance transportation of large quantities of spent fuel, highway-sea-rail transport is a relatively common mode of transport in the international community. Thus, there is an urgent need to address the issue of spent fuel highway-sea-rail combined transport and the characteristics of its nuclear emergency management in China, and explores the ideas for the follow-up nuclear emergency work.In this paper, the relevant nuclear emergency laws and regulations and standards on the combined transport of spent fuel by highway-sea-rail at home and abroad were reviewed, and suggestions on the construction of China’s nuclear emergency response system for highway-sea-rail combined transportation of spent fuel were made with reference to the practice of spent fuel transportation abroad.
