This paper analyzed the current situation and existing problems of emergency regulation of nuclear and radiological accidents under situation. A series of new models of emergency regulation of nuclear and radiological accidents were explored and practiced. A Northeast province was guided to carry out innovative construction of prefecture-level emergency exercise evaluation system of radiological accidents through investigation and interview of emergency management of a nuclear power plant. The system is applicable to activities such as the development of scenario database for emergency exercises of radiation accidents at prefecture-level. The establishment of regional nuclear emergency regulation information system, the improvement of regional nuclear and radiation emergency regulation capacity, the summary and formation of the good practice and useful experience of these new models, and the research and proposed methods for further development of relevant work were put forword.

Based on the current situation of special drugs required by the exercises and training for military and civilian nuclear emergency medical rescue in recent years, this paper introduces the classification of anti-radioactive drugs, excretion promoting drugs, anti-absorption drugs, anti-emetic drugs and anti-diarrheal drugs in nuclear emergency medical rescue. Methods on how to reserve and manage them are discussed in depth.

The occupational health examination results of radiological medical staff in a hospital were collected and compared with the health status of non-radiological medical staff in the same hospital, so as to analyze the radiation effect on human health. The results showed that ionizing radiation had a certain effect on the blood cell parameters of radiation workers, and the degree of the effect was related to the work type. Occupational protection should be strengthened especially for radiation therapy and interventional radiology workers.

To improve the measurement efficiency of low-level radioactivity and to ensure the accuracy and reliability of monitoring data, the authors participated in the proficiency test organized by China Institute for Radiation Protection in 2021. Thick source method with 241Am powder and 90Sr/90Y powder as standard sources was used for determination of gross α and gross β radioactivity in water and aerosol samples. Relative comparison method with 241Am solution and 90Sr/90Y solution as standard sources was used for the determination of gross α and gross β radioactivity in water samples. Results showed that the relative deviation and Z-score of thick source method were 4.2%-18.8% and -0.42 to 0.95, respectively; while the values of relative comparison method were 3.7%-14.4% and -0.13 to 0.72, respectively. The evaluation result was “satisfactory” for both methods. The quality assurance and quality control of low-level α/β radioactivity measurement system in our laboratory are satisfactory and effective. The radioactivity measurement methods and data processing methods are reliable.

The emergency organization of nuclear power plant undertakes the emergency response duty under emergency situation of nuclear accident, and should have sufficient emergency response capability and keep constant readiness. Based on the innovative exploration and good practice of emergency response personnel training in a nuclear power plant, this paper analyzes and summarizes the ideas and methods of emergency training, in order to summarize and refine them into systematic theories and methods that could be popularized, and provide a model and reference for improving the capability of emergency response personnel in the field of nuclear power.
