大流行病情景下核电厂核事故应急工作面临的挑战及应对措施探讨

Challenges and countermeasures for emergency response of nuclear power plant accidents under pandemic scenarios

摘要: 核应急是核安全的最后一道防线,在大流行病风险加剧的形势下,有必要提前预想大流行病与核事故应急叠加时的应对方式。本文从大流行病防控、核事故应急特点入手,结合二者应急响应与处置工作实际,浅析了大流行病情景下核应急所面临的挑战。针对从应急预案对接融合、应急指挥协调、应急救援安置、公众心理疏导、非事故机组安全运行五个方面识别出的潜在困难,提出了探索性的解决方案或者建议性的应对措施,为今后健全灾害风险叠加下的核应急预案提供一定参考。

Abstract: :Nuclear emergency is the last line of defense for nuclear safety, and it is necessary to anticipate the combination of pandemic and nuclear accidents response methods in advance when the risk of pandemic is increasing. This article starts with the characteristics of pandemic prevention and nuclear accident emergency response, taking into consideration of the actual emergency response and disposal work, analyzes the challenges faced by nuclear emergency under pandemic scenarios. Exploratory solutions or suggested response measures have been proposed to address potential difficulties identified from five aspects: emergency plan integration, emergency command and coordination, emergency assistance and resettlement, public psychological counseling, and safe operation of non accident reactor units. These measures could provide a reference for improving nuclear emergency plan for responding whole hazard risks in the future.
