核电厂场外防护行动操作干预水平的制定

摘要: 福岛核事故后, IAEA将操作干预水平作为核与辐射应急战略的一部分, 并要求核电厂预先制定操作干预水平值。本文介绍了福岛事故后IAEA和几个主要核国家防护行动的时间步骤、防护行动范围, 以及各自的防护行动判据(如:操作干预水平、导出响应水平和参考应急水平);应用IAEA EPR-NPP-OIL的操作干预水平计算公式, 得出我国5个压水堆核电厂10种事故源项下OIL1和OIL2随时间变化的曲线;同时, 分析了堆芯存积量对操作干预水平的影响;为操作干预水平默认值的制定提供参考。

Abstract: After the Fukushima accident, IAEA made operational intervention levels as part of its nuclear and radiation emergencystrategy, and required NPPs to set them in advance. The time steps and scope ofprotection actions of IAEA and several major nuclear states are described, as well as their respective protective action criteria, such as operational intervention levels, derived response levels and reference emergency levels. The time dependent curves of OIL1 and OIL2 for 10 accident source terms in five PWRNPPs of China were obtained by using the IAEA-EPR-NPP-OIL operational intervention level calculation formulas. At the same time, the influence of core storage amount on operational intervention level was analyzed. It is expected to provide reference for setting default values for operation intervention levels.
